• Der Band enthält die Werke, Artikel, Reden und Entwürfe, die Marx und Engels von September 1867 bis März 1871 verfassten. Er umfasst 156 Dokumente sowie die Protokolle von 168 Sitzungen des Londoner Generalrats der Internationalen Arbeiterassoziation, dem Marx seit 1864 angehörte, Engels seit Oktober 1870. Chronologisch beginnt der Band mit den Versuchen von Engels und Marx, den kurz zuvor erschienenen ersten Band des „Kapitals“ durch die Lancierung von Besprechungen in Zeitschriften und Zeitungen bekannt zu machen. Es schließen sich Texte zur Geschichte Irlands und zur Kritik der britischen Irland-Politik an; aus der Feder von Marx stammende Rede- und Resolutionsentwürfe sowie Engels’ Entwurf einer Geschichte Irlands. Vor dem Hintergrund der ersten Welle wirtschaftlicher Globalisierung nehmen in den Dokumenten und Debatten des Generalrats der IAA, dessen Aktivitäten in den beiden Jahreskongressen 1868 in Brüssel und 1869 in Basel kulminierten, Fragen der europäischen Außen-, Verfassungs-, Gewerkschafts- und Sozialpolitik einen breiten Raum ein. Wie die Generalratsprotokolle zeigen, nahmen Marx’ und Engels’ aktiv an den Diskussionen europäischer Arbeiter- und Gewerkschaftsführer teil. Während des Deutsch-Französischen Krieges 1870/71 kommentierte Engels in der für die Londoner „Pall Mall Gazette“ verfassten Artikelserie „Notes on the War“ die militärischen Ereignisse und skizzierte Marx in Antikriegs-Aufrufen des Generalrats die politischen Konsequenzen. Erstmals wird Engels’ Mitarbeit in einem Komitee, das von Manchester aus deutsche Kriegsverwundete unterstützt hat, dokumentiert.
• Introduction to volume I/21 (Section I, vol. 21) of the Complete Works of Marx and Engels (Marx-Engels-Gesamtausgabe, MEGA). The volume includes the works, articles, speeches and draft writings produced by Marx and Engels between September 1867 and March 1871. It contains 156 documents as well as the minutes of 168 meetings of the General Council of the International Working Men’s Association. Marx was a member of the council from its inception in 1864, Engels joined in October 1870. The first items in the volume document the attempts by Marx and Engels to draw attention to the first volume of "Capital". It had been published in 1867, and Marx and Engels used reviews in newspapers and journals to advertise the book. Further items deal with the history of Ireland and the criticism of British government policy on Ireland; the volume offers draft speeches and resolutions by Marx, and Engels’ draft chapters for his planned history of Ireland. The period of the International was an era of rapid economic globalisation. Consequently, questions of European foreign, constitutional and social policy as well as trade union policy were a staple of discussions in the General Council of the Association. The debates culminated in the annual congresses in Bruxelles (1868) and Basle (1869). The minutes of the General Council show Marx and Engels as active participants in the debates of European labour and trade union leaders. During the Franco-Prussian War of 1870/71, Engels commented on the military situation in an article series called "Notes on the War", which he wrote for the "Pall Mall Gazette", London. Marx analysed the political impact of the war in the addresses of the General Council, which he used to formulate an anti-war stance. The volume documents for the first time Engels’ contribution to the work of a Manchester committee in support of German war casualties.
